Hello,
I recently purchased a used 2014 iMac and was told it needed an operating system. When I turn the computer on, it opens directly to disc utility page w/ four options--restore from time machine backup, reinstall OS X, get help online or disc utility. When I try to reinstall El Capitan with my Apple ID, it says "this item is temporarily unavaliable". I'm unsure where to go from here--I'm clueless when it comes to these matters. Do I need to try to wipe the previous owner's disc again? Do I need to purchase an OS? I reset date and time based on other advice, but it didn't fix the problem. Any help would be much appreciated, and thanks in advance for your patience w/ my lack of knowledge.
If any additional info is needed I will provide it to the best of my ability.

1. Use the disc utility to format the iMac.
2. Shutdown the iMac
3. Start the iMac and hold down "CMD" + "R" + "SHIFT" to install from the internet
Alternative:
1. Use the disc utility to format the iMac.
2. Make a bootable USB-Stick to reinstall macOS
3. Boot the iMac from the USB-Stick and install macOS
